Just as Athena appears to Telemachus as a mentor to push him out the door and throws a disguise over Odysseus to tilt the odds, this type designs where people and resources should attach instead of drawing the bow themselves.
That gives them a real design instinct for how a whole situation will actually play out, plus an eye for matching a person's strength to the right position. They're the first person everyone goes to before a big decision, and they end up holding a seat the team can't do without.

Why doesn't the Athena type step forward themselves?
Not reluctance β priorities. They care more that the whole thing works than that they're the one doing it, so handing the role to whoever will do it better is the natural move.
Doesn't it sting when the credit goes elsewhere?
It's fine once and corrosive on repeat. Which is why it matters more than you'd think whether someone nearby says out loud, "that structure was yours."
Why can't they decide about their own life?
